Consolidate routes using the `direct` feature #275

This was added in rails 5.1. The advantage here is that all our hard-coded external URLs now live in a single place.

This will make doing #136 much easier, I think.

Coverage remained the same at 26.336% when pulling 829eaf26fd5c2a64ef138814a998977190f42a46 on direct-routes into 4d7a8a26e6c87067fe13384211b7203f8f7fc1e9 on master.
