Updated documentation to foxy #3

Changed documentation from eloquent to foxy.

Removed reference to web-bash added VScode.

@droter - thanks for the PR! Keep them coming!

As new ROS releases occur, it might be annoying to have to update each README every single time. Unless you have a better idea, will probably create a /opt/ros//setup.bash file in the Hadabot Docker containers to echo a "This is not being used anymore. Instead 'source /opt/ros//setup.bash'" message to let users know.
