Add action to automatically build and publish image of tags #392

This PR adds a new action docker-publish.yml that will build (using the added Dockerfile) and publish an image of this tool to ghcr.io when a new tag is created.

This will automate the generation of the base image used at wenmr.science.uu.nl/arctic3d, making it easier for us to keep everything in sync.
