Split the build stage in Jenkinsfile pipeline

Instead of a single step that does the build, linting, and testing, it is better to split this stage into multiple stages. The benefits are:

• If the build fails, it will be easy to tell which steps failed by looking at the pipeline.
• Makes reporting easier if we want to report the reason of failure.
• Improve build speed on production, since we don't have to repeat lint and test stages since it is the same code base.
