LTA Exporter #4

It'd be handy to have an LTA exporter.

The format seems simple enough!

Hey, neat! The LTA now imports into NOLF 2's model edit. (AVP2's Model edit just crashes..) image

This is with "Show Original Model" checked. Builder generates incorrect animations causing a garbled mesh.

Okay cool. While there's a few things missing (LOD support, socket export), those are non-essential things that we actually kind of don't support in the plugin right now.

So it's good to merge!
