This PR adds a widget for manual annotation of surfaces with three modes:

Facewise annotation
annotate surfaces including all points within a mouse-drag controlled euclidian radius of a root vertex
annotate surfaces including all points within a mouse-drag controlled geodesic radius of a root vertex
