Description of changes

Several script files and codes are updated/changed to add new cloud hydrometer variables and vertical velocity relocation/cycling capability in HAFS-VI, which will improve the intensity forecast and will provide a better initial condition (i.e., hurricane vortex) for the inner core DA.
