Upgrade to newer spectre.css version #143

The main package has been abandoned for 2+ years. There's a fork with a bunch of changes, chiefly moving to scss and adding variable support.

Trouble is that that requires sass-loader, which I think I have an existing webpack compatibility issue with - which has been a non-trivial upgrade so it's been on the backburner for a while.

Hm, there's a couple forks - but they all seem to be in similar states of maintenance. The original author apparently got all pissy about some fork too, so maybe it's just time to figure out something else.

Alternatively just pull in the pieces I would want and fix up the deprecation warnings.
