Allow a different directory for config files #59

It would be nice to be able to specify a different directory in which config files sit. The rationale for this is because it would be nice for a user (or a person even) to be able to keep those config files in a Git repository of their own, separate from the application's repository?. Perhaps there is a better way to achieve this that I am not thinking of.

@samaybar - the module does not support external locations. we could add a subdirectory for SE's custom config files - It would not load from there but you could at least version those if needed.
