I am not sure i fully understand the point.
The user sets up his wifi and selects the country code (or leaves the default value).
When and how the App should suggest a different value? I am quite sure there is no one "correct" setting for all devices and i don't think the app should advise the users about such complicated settings without proper hardware/driver database or by some accidental phone gsm property.
No idea where and how but android sends country code info element in wifi scans. I suspect that is one of ISO codes from telephony. Mismatch is harmless inside EU, but unset country on AP means 1-11,36 are only channels available, same with radically diverging codes.
Sorry , i still cant see any relevance between your scenario (at least as i understand it) to the app.
Common problem users set country code to faraway places then wonder nothing works. Android country code from gsm is ideal source for it. Would be nice to warn them or even use 1 tap to fix.
