This behavior is by design.
First setup in my option should be clear and concise rather than "fast" or with "fewest clicks".
This way in my opinion forces the user to learn that there are identities, and learn about their relation to the device.
If the user would click on devices but would go to the identities form (because there are not identities) without any prompt it would be confusing and less clear for new user.
Also , my (generic) assumption is that the user who owns an OpenWrt device and wants/know how to manage it, got above than average skill set.

This is by design so this request is irrelevant. Thanks for the quick answer.
When no device exist, at first start for exemple, whem you click + it tells you it can't find any device, then when you go to device menu and click + it says that it needs an identity first so you have to go to the identity menu to create one. IMHO it would be more user friendly that when there is no device and no identity present to first ask to create an identity and then a new device.
