Such domains end up in the Pop-Up Ads list, which is split during the build, see here:

[!NOTE] In the combination of the Pro or higher and additionally the Threat Intelligence Feeds (TIF), all domains from the Pop-Up Ads list are included. This means that if you use the Pro or higher and also the TIF full, you no longer need to add this list separately.

This is because otherwise the normal lists would become too large and would no longer be usable for some adblockers. Only the "popular" domains end up in the normal lists, the rest end up in the TIF.

So, you should also use the TIF in addition to the Pro or higher.

Furthermore, these domains are generated domains that sprout up like mushrooms and it is almost impossible to add them all in a timely manner.

I have added all the domains that resolve to these IPs to the popupads denylist (https://github.com/hagezi/dns-blocklists/commit/74e2d2d82275f6d5ad454c877e4c134bce6071e3). The split between the normal lists and the TIF is done by my build system.
