OK, I think this is working now. _torture_test.do works fine. I added a parallel_test.do that can be run in batch-mode on Windows to test if the alternative launcher works. I've updated the docs to note the alternative launcher option (in the ado and regenerated the sthlp). I didn't bump version numbers or anything like that, though.

Got a bit busy with other work, but coming back to this.

I guess there's no comments/suggestions on this PR. It all works great for me on my work. I'll merge it in.
