Getting stuck on "new tab" when scrolling #203

What steps will reproduce the problem?
1. Check "Scroll mouse wheel on the tab strip to switch tabs".
2. Open two random webbpages.
3. Place a new empty tab in between.
4. Hold mouse in tab strip and scroll.

What is the expected output? What do you see instead?
Expects it to scroll through all three tabs. But instead it gets stuck on
new tab.

What version of the product are you using? On what operating system?
Chrome Toolbox 1.0.32
Chrome 29.0.1547.66 m
Windows 7 Ultimate 64-bit
