Some BCCs in the CCL are so generic that they may be used for more than one
contextualized BBIE. Multiple identifiers of some sort in an invoice
document are a good example, where the reuse of one BCC makes sense. The
distinction of the BBIEs based on just one BCC is achieved through
qualifiers stating the specific business context.
