Implement UPCC model #110

Current state:

The UPCC model is partly implemented.

Goals:

A complete implementation of the model (conforming to UPCC3 ODP5 Draft from
2009-10-16).

Why:

The model is used for T4-based generation of CctsRepository interfaces and
classes.
