Re-implement ICctsRepository with T4 templates #112

Current state:

The repository interface has been re-designed, but T4 templates have not
yet been used.

Goals:

Use T4 templates to generate the getters

Why:

Using T4 will make it easier to maintain a common interface across various
repository elements (e.g. there are many 'GetXXXLibraries' methods), as
well as improve the documentation of the interface. Adding new getters for
all elements will also be easier.
