Re-design and re-implement CctsRepository element interfaces

Current state:

The element interfaces do not conform entirely with the current draft of
the UPCC.

Goals:

Re-design the interfaces to match the UPCC and re-implement them using T4.

Why:

- We need to conform to the UPCC.
- Using T4 reduces redundancies and improves readability, maintainability
and documentation.
