Adapt CCTS NDR Importer to current version of the UPCC #115

Current state:

The importer does not support the current version of the UPCC, as
implemented in the CctsRepository. In particular, Message Assemblies are
not supported.

Goals:

Make the importer compatible with the current UPCC and CctsRepository version.

Why:

Because it does not work right now.
