UPCC MDG/Standard enhancements #28

The following MDG/UPCC standard enhancements have been agreed during the
Heidelberg meeting:

- add reference to CEFACT documents (e.g. NDR) to figure 1

- languageCode tagged value is optional

- ENUM stereotype - either provide a new code list or provide a URI to an
existing schema/list. Use the uniqueIdentifier tagged value for the URI

- Figure 29 - add Qualifiers to the EvaluationPoint - do not add the
representation terms to the property terms

- Figure 29 - do not use primitives in ACCs - CDTs only!

- Update all example figures - some are missing the correct stereotypes

- Go to ODP 4
