Enable automatic synchronization of ABIEs based on an ACC #64

If an ACC is altered (a BCC is added or renamed or deleted, an ASCC is
added or renamed or deleted, the ACC itself is renamed) these changes
should automatically be reflected in all ABIEs which are based on the
altered ACC.

Our partner EDF.fr strongly requests this feature.

I guess there is at least one more case:

If the type of a BCC is changed, the types of the ABIEs must be changed 
accordingly.

Or, to put it differently:

For any change to an ACC , we need to make a validation of the consistency 
between
the ACC and all ABIEs based on it.

This should be done as part of the on-the-fly validation. In addition, we might
provide a wizard for modifying core components.
