Current status:

When importing an NDR-based XSD, the importer assumes that a BDT library
and a BIE library exist. Only the DOC library is created by the importer.

Expected behavior:

The importer should create the libraries if they do not exist.

We should also allow the user to select libraries if more than one BDT/BIE 
libraries
exist.
