Implement a Bulk-Importer #90

Refactor the functionality for importing many CC elements at once into a
common Bulk Importer class.

For example, when creating multiple ABIEs, with ASBIEs between them, the
ABIEs must be created first, so that the ASBIEs can be created between them.
