Adapt CCTS NDR Importer to current version of the NDR #93

Current state:

The importer has been implemented against "Version 3.0,
Draft for the 2nd Public Review of ODP5, 30 December 2008".

The current version is "Version 3.0, Implementation Verification, Second
Iteration, 30 July 2009".

What to do:

Adapt the Importer to the new version.

Tasks:

For each of the importers (BDT, BIE, DOC), do the following:
 * Write tests that cover the parts of the specification to be implemented.
 * Document which parts of the spec are not implemented.
 * Implement the tests.

Note: The BDT importer has already been (partially) adapted to the new version.

The CCTS NDR Importer is currently considered very low priority.

This issue was updated by revision r762.

 * Ignoring all CCTS NDR Importer tests until the importer has been fixed and adapted to the new specification.
