Extend CCL Converter to import CDTs #95

Current state:

Currently, the CCL Converter only imports CCs. CDTs have been modeled by
hand, but some required tagged values (in particular the definitions) are
missing.

It would be a lot of work to add the definitions manually. Furthermore,
this would be required for each subsequent version of the CCL (at least if
the CDTs do not stay exactly the same).

What to do:

 * Extend the converter to import CDTs.
