Upgrades the OS since 18.04 is getting pretty old even for an LTS.
Allows us to pass secrets directly via k8s environment vars bypassing the requirement for a "secret volume"
Reduce the number of RUN steps since each RUN adds overhead to the container size.

Tested things that could break, seems fine.
