This PR reworks the CI config a bit. With these changes, it:

builds on pull requests
uses a build matrix for the three operating systems, reusing the build steps instead of duplicating them
caches the cargo directory to save a little time fetching dependencies
runs the executable

Edit: also linked the Readme's build badge to the build results page.
