Plugin: Sea level visualiser #1273

Hajk would benefit from having a basic, easy-to-setup sea level visualiser. Something like this example would be a good start.

I've looked at the example before and it would be really nice to have. Let's se who is up for the task :)

I just saw your comment. Take a look feature/1273-flood-simulator, it's just a stub read for the real work to start.
