Document Handler - Cookie notice placement #1519

The current placement of cookie notice in document handler (and possibly other instances) is not ideal. I It currently sits under the information pop up:

The cookie notice should be above the information pop up, since its the fist "barrier" to the site.

Fixed it with simple z-index: "9999":

Is this okay?
