Rendering of bold Arial is now horrible; IE is much better (ClearType is off) #220

Which program triggers the problem? Specify the filename if possible.
CHROME

What steps will reproduce the problem?
1. With ClearType off, the bold Arial in Chrome now looks awful, especially 
smaller sizes.

What is the expected output? What do you see instead?
Please compare to IE7 or IE8's rendering of small, bold Arial font with 
ClearType off. It is much cleaner and elegant. Up until last week Chrome 
rendered it THE SAME WAY.

What version of gdipp (including renderer)? On which operating system?
Windows 7, 64-bit -- latest Chrome update, 18.0.1025.142m

Please provide any additional information below. Screenshots always help.
