Palette for diagrameditor in default view #8

What steps will reproduce the problem?
1. Start eclipse
2. Open New Project/New diagram

What is the expected output? What do you see instead?
It's expected to see more than an empty resource frame, to show that we are
in diagram editor now..
I could hardly find how to make the palette appear(tools,views,palette) but
it was already on the right side of the resource perspective, but almost
invisible.
It will be more efficient to make it by default open and pinned on the
right or left side...

The best I think, would be to make the embedded palette visible by default.
