merge chrome.xmdl.gen.util and chrome.xmdl.xgen.util packages #50

The following packages in xmdl.gen contain classes that have almost the
same functionality:
 - chrome.xmdl.gen.util 
 - chrome.xmdl.xgen.util

Those might be merged into a single package.

this is obsolete since those packages serve different purposes.
 - chrome.xmdl.gen.util contains general utilities to access metadata 
 - chrome.xmdl.xgen.util contains utilities needed by generator or templates.
