In general, logs are helpful. Additionally, there are some messages if you run Wubiuefi from Windows command prompt.

if Wubiuefi is in your download folder,
type cd %userprofile%/Desktop
if Wubiuefi is in your desktop and so on...dir wubi*.exe

If you run it from Windows command prompt there are probably additional messages.
Additionally, you can run Wubiuefi with parameters as workaround for download issues.
wubi16044r329.exe --nobittorrent
wubi16044r329.exe --isopath=C:ubuntu-16.04.4-desktop-amd64.iso
edit: If you try --isopath= there should be at least the drive letter as path name if your ISO is in the current folder. For further information see How can I use a pre-downloaded ISO file ?
well thx mate i have done installing ubuntu successfully but i noticed one thing that when i boot into my windows 7 then after shut-downing windows 7 and then booting into ubuntu 16.04.4 then again shutting down ubuntu and then again booting into windows 7 the time of my windows 7 is not correct i have to set it manually but after seting manually if i boot again into windows 7 then the time is correct

and press Enter
