Document installation and create development infrastructure #54

We should create a clear installation and maintenance guide on the infrastructure of hal and how to set it up.

This includes:

[ ] Infrastructure and provisoning requirements
- [ ] For development
- [ ] In a production, deployed environment
[ ] Bootstrapped development environment (Using docker compose)
- [ ] Properly containerize hal components
[ ] Host containers on dockerhub

I should note our desired technology:

Web UI
- PHP / Caddy (mholt/caddy)
Agent
- PHP
Database
- SQL-compatible (postgres is the primary target).
- Recommended infrastructure is CockroachDB (cockroachdb/cockroach)
Cache
- Redis
