create option to force including data for 'extended data schema' during checkin. #414

so new revision will only get into the database when extended data is added.
This gives the ability to add status information about the objects in the 
revision.

Extra feature: when this option is enabled, also view a form to fill in at the 
GUI (based on the extended data XSD).
