Technical staff users #83

Add a 'technical staff' type of user. This user will have a limited set of 
permissions (i.e can only regenerate passwords, stop an election, etc).

This is what we mean in 
http://code.google.com/p/halalan/wiki/Halalan2Goals#Multiple_Administrators.

The term used in the old design is master (replacement for the current admin) 
and admin (for what you describe here).
