Problems with unicode names #84

Problem occurs for both candidate names and voter names

Candidate name Stanisław has to be entered as Stanislaw.

When voters log in, if there are accented or special characters in the voter 
name, 

  1) they log in,

  2) Halalan *thinks* that they have entered the site, but in fact they 
continue to see the login page, then

  3) they try to login again and get the "Voter currently logged in another session" message. 

This is not an error, because, from Halalan side, they are already logged in! 

Problem occurs with these voters and probably others as they arise:
    Uniwersytet Jagielloński. Insty.
    Österreichische Nationalbibliothek

Removing/changing accented characters or special characters causes the problem 
to disappear.

Halalan 1.6.1 is running
