Does not show up in Inkscape V0.91 #56

After placing the files into the noted locations, restarted Inkscape and NO new 
exports options were available. (There is no "Effects" tab, nor was there an 
option in the SaveAs dialog.)
I also tried adding the files to the Windows Roam directory with no success.
Thoughts? Thanks
