Description:

The curation scoring system currently uses whole numbers. To increase the precision of curation scores, we should allow decimal points in scoring.
The UI should be capable of incrementing scores in half-point steps.

Acceptance Criteria:

Update the curation scoring system to accept decimal numbers.
Ensure the UI allows incrementing and decrementing scores in half-point steps.
Validate that the scoring system accurately reflects these changes in all relevant
