Bower.json should be at root level folder not inside src #5

Is such a pain to cd in src do bower install then cd out of there again.

With a .bowerrc file at root level we can specify it to install the bower plugins in the src folder as well but then its more convenient to both install npm packages as well as bower packages in the root level folder.
