Angular library setup #103

Hi, after we have been talking about a angular-library for halfmoon I have created a skeleton-setup for it. I also included my button-directive as the first part of the library.

So what have I done: I've created a angular-workspace with the library ng-halfmoon inside projects-folder and a ng-halfmoon-app for testing the code live.

If there are any questions, let me know. You can take your time and if you need to we can also talk via a conferencing tool.

When everything is set and accepted I would like to create a roadmap for the angular-library

I will close this PR after a talk with Tahmid due to the fact, that the angular-library will be maintained in a separate repo
