Move RNA nucleotide BLASTing to the grid #2

As per the discussion we want to move the nucleotide BLASTing of RNA to a grid if possible. We also want to make sure that any new BLAST database added to the list of databases in the parameter file (i.e. template_param.txt) will be formatted if not already done like the protein databases.
