Is this something we need to deal with? I think, the new data policy made life a bit easier. And beyond that I do not see, what we could improve.
I think it is really important to at least have the possibility to open up the data to everyone without any (technical) restrictions (and thus maybe go beyond the requirements of the data policy). There are many cases in which the extra burden of handling access rights on the user side becomes so large that the data effectively becomes unusable. If dataset creators are fine with opening up the dataset, we shouldn't force them to close the dataset down.
David would like to use all available in-situ ozone data to train his machine learning model. Restricted access rights and data policies are a show stopper for him, because he does not want to bother. Of course he should be able to easily find the relevant data in the first place.
