chore: update project infra #24

升级项目的基础设施。

  1. 升级 pnpm 版本为 8。
  2. 升级 Gradle 版本至 8.2。
  3. 升级 Halo 插件的 Gradle 工具，并移除 jar 包的依赖方式。
