The parentheses information is supposed to explain how to boost the damage for all creatures, OR boost the movement effect for non-elites.
In other words, against an elite enemy I should be able to exhaust the hammer to deal +2 dmg if I succeeded by 3. In this game state I succeeded by 5, but did not have the option.
