"Connected to Internet" doesn't connect or disconnect the Internet #100

Toggling the item "Connected to Internet" makes no difference in how the program operates (0.3.9).

the connected to internet has always toggled only the internet connectivities related to maps and weather, but never affected the ratflectors

I worked a bit on adding ratflectors behaviour in https://github.com/maurizioandreotti/D-Rats/tree/fix-connect this branch addressed

Labeling this as a bug instead of an enhancement as it seems like it is different than what would be the expected behavior.
