Update shebang in internationalization_test.py solves https://github.com/ham-radio-software/D-Rats/issues/209

The .mo files should not be in the Git repository. These are just binary representations of the .po files.

The python packaging procedure will generate them and add them to the python egg (tarball) that it produces.

Users that run from a download or a clone of the git repository will need to generate their own copies of the .mo files to make sure that they are up to date.
