Add GitHub action to build Debian packages for Rasbian #8

Need to use the Github Action to host a dockerfile to do a chroot Debian packages for Rasbian.

Support is needed for:

It turns out that having a github action is not practical at this time.

Raspbian does not supply a certified Docker image that can be used to build debian packages.

I do not have a good way for GitHub to present the built artifacts for public download.
