sometime I cannot get a torrent_finished_alert when a torrent finished downlaoding #596

What steps will reproduce the problem?
1.I add about 6000 torrents to libtorrent session;
2.Wait for torrent to finished downloading.
3.some torrent finished downlaoding I can get a torrent_finished_alert but some 
cannot.

What is the expected output? What do you see instead?
Get every torrent_finished_alert.

What version of the product are you using? On what operating system?
libtorrent: 0.16.13
OS: windows 7 x64

Please provide any additional information below.
I set alert queue size to 6000000.

I get this alert for a long time later (about an hour and sometimes half hour).
