Anchor alternatingBandFills to fixed locations so the band colors do not change when scrolling #601

Scrolling a plot space causes the axis to relabel and the alternating band 
fills to be drawn in different intervals. Provide an option to anchor the band 
fills so they do not jump around when scrolling.
